Rice Jacob Moore was a Second Lieutenant in Company A of the Fourth Regiment, Illinois Volunteer Infantry during the Spanish American War. He joined the Illinois Infantry for a period of two years at Arcola, Douglas County, Illinois on 26 April 1898. He was twenty-eight years old and single. Rice J. Moore identified him self as a farmer. He was 5 feet, 10 ½ inches tall with blue eyes and red hair. His military service in the Spanish-American War was cut short when he contracted malaria in June 1898. He was reassigned to an Engineering Corps back in Arcola in September 1898. On 9 November 1898 Second Lieutenant Rice Jacob Moore resigned his commission and received an Honorable Discharge. After his discharge he returned to manage the family farm due to his Father's ill health.

Rice Jacob Moore volunteered for military service on 31 March 1894 and served in the Illinois National Guard. He saw field service in Chicago in July, 1894. He was appointed to Corporal on 10 July 1895. He was appointed to quartermaster sergeant on 15 March 15 1897. He was commissioned as a Second Lieutenant and assigned to the Fourth Regiment, Illinois Volunteer Infantry on 20 May 1898. He was detached from the Fourth Regiment on 25 July 1898 and assigned to the Engineer Corps of the Seventh Army in 1898. He resigned his commission in the U. S. Army on 9 November 1898.
