Justo Sabor Penn, the son of the newspaper founder. Justo S. Penn, described by Jim Falvella, Times reporter and city editor, as "the dean of the newspaper business in Laredo and South Texas."

Penn attended Holding Institute (Laredo Seminary) and went on to Southwestern University in Georgetown. He returned to Laredo in 1891 and went to work for his father at the newspaper. During the Spanish-American War, he served with the First Texas Cavalry at Fort McIntosh and later at Camp Mabry and Fort Sam Houston. He mustered out of the Army in November 1898 and returned to Laredo. He took over as editor and publisher of the newspaper after the death of his father in 1901.

While serving as publisher, he was appointed to serve the unexpired term of Charles C. Pierce in the state legislature from the Laredo district.

He declined to be a candidate for a regular term in the Texas legislature and returned to the newspaper publisher's desk. Penn again responded to duty during World War I, getting appointed state ranger for the duration of the war.
