When Carl emigrated with his parents to America, he became known as Charles which is the English version of the German name Carl.

Charles opened the first store in Bushton, Stehwien Mercantile, in 1887.

On October 29, 1907, Charles was elected as the first City Mayor of Bushton, Kansas, serving with W. E. Appel, George Bunte, George Cramm, Al Volkland and J. E. Johnson as councilmen. His son, Fred Stehwien, served two terms as mayor of Bushton, Kansas.

Charles married Ottilie "Tillie" (Volkland) Fuhrman on November 21, 1882.
