Son of Col. George Robert Howard and Cornelia Ann Cox, Ben is found with his parents on the 1860 US Federal census for the town of Palestine, with everyone in the household listed by just their initials.

He married Sarah Margaret 'Sallie' Sterne in Anderson County, Texas on 24 June 1883. Sallie was the daughter of Charles Adolphus Sterne (1830-1926) of Nagodoches and his wife, Sarah Margaret Mallard (1828-1903) of Tuscaloosa, Alabama; both of whom were in Palestine by June 1880.

Benjamin and Sallie had two known children:

Eli Benjamin Howard, born 24 June 1884 in Palestine and who died 23 December 1964 in Nuevo Laredo, Tamaulipas, Mexico of a cerebral hemorrhage;

Georgia Howard, born May 1887 in Palestine and whereabouts unknown after the 1900 census.

After Benjamin's death, Sallie remarried in 1895 to Alpheus "Alfred" Leander Tucker, Jr. and had additional children. Between 1900 and before 1910, Sallie and family had moved to Santa Ana, Orange County, California, but there is no concrete evidence that Benjamin's daughter moved with them.
