Milton attended University of Mississippi 1885- to 1889. He studied law under his uncle, Judge Samuel Heidelberg Terral - who later became Supreme Court Judge of Mississippi. Milton was admitted to the bar in September, 1892 and began his practice in Ellisville, Mississippi, in October 1892. He also practiced in Augusta for several years before moving his practice to Collins in 1899.
He served as City Attorney in Collins from 1906 to 1907.
Milton was elected to the Mississippi State Senate, November 7, 1911.

Milton married Alma Theodora McKenzie at Enon, Perry County, Mississippi on 28 June 1908. Alma was the daughter of Malcomb and Rachel Candace McKenzie.
