Son of Ephraim and Mary Sutherland Kiser; married Mary Catherine LaForce 12 January, 1860, Russell County, Virginia.

Jeptha was born about 1839. The 1860 census was the only census on which Jeptha was listed after marriage. His wife Mary appears on subsequent census' as a "widow." 1870 five children listed; 1880 seven children; 1900 last child was born about 1886. Jeptha's date of death has not been proven.

Jeptha enlisted in Company D, Virginia 26th Cavalry Regiment (CSA) on 20 July, 1863. In December the 26th merged with the 46th Batt'n Virginia Cavalry. The Virginia Regimental Histories Series shows that Jeptha did survive the War.

He is supposedly buried in the cemetery that bears his name. A grave marker for him did not survive and is probably one of the unmarked graves in the cemetery near his wife, Mary.
