Born in Upper Georgetown Co. on October 5, 1921, she was the daughter of the late Ollie L. Avant and Gertie Cribb Avant.
Mrs. Rowan was Salutatorian of The Class of 1939 at Johnsonville High School. She was a retired employee of Georgetown Memorial Hospital.
Hallie was a member of Duncan Memorial United Methodist Church and a life member of the United Methodist Women. She was a member and past president of the Susanna Wesley Church School Class and the Duncanites. Mrs. Rowan served her church in a number of capacities including Lay Delegate to the Annual Conference and as a member of the Administrative Board. She was also a member of the "Saints Alive" Choir.
Mrs. Rowan was a life member and Past Matron of Winyah Chapter #148, Order of the Eastern Star. She served in many offices on the local, district, and state levels of the Eastern Star. Mrs. Rowan was the 1997 "Gamecock of the Year" for the Georgetown County Gamecock Club.
Surviving are: a daughter Lee R. Murphy and husband Jim of Lexington; a son, Hal Rowan and wife Dianne of Florence; three grandchildren, Kerry Murphy, Kurt Murphy and Kristen Rowan; four great-grandchildren; a sister-in-law, Louise Avant of Hanahan; and a brother-in-law, Howard Vess of Accokeek, MD.
Interment was in Pennyroyal Memorial Gardens.
