The son of Joseph & Susan Grumbine Althoff, he married Agnes Appanaras Owings and fathered Mary C. (b. 02/19/60, d. 03/12/60), Mary Leila "Lillie" (b. 02/19/61), Elmer Joseph (b. 12/17/61), Augustus William Mary (b. 05/09/64, 05/11/64), John Edward (b. 01/14/66, d. 01/17/69), Anna Martha (b. 10/19/68, 10/22/68), Charles Francis (b. 02/28/69), George Henry (b. 03/08/71, d. 03/15/71), William Jacob (b. 07/10/73, 07/16/73), Frances Bennett (b. 10/04/75, 10/10/75), and Rosewell Thomas (b. 02/24/79, d. 04/28/79). In 1860, he was a carriage maker presumably living in Hanover, York County.

A Civil War veteran, he enlisted June 17, 1863, in Hanover and shortly thereafter mustered in Harrisburg as a private with Co. I, 26th Pennsylvania Militia, an emergency unit that tried and quickly failed to stem the Confederate invasion before the battle of Gettysburg. He was honorably discharged with his company July 30, 1863.
