He was the son of Joseph W. Harper and Ann Nevitt Harper (1778-1839). On April 13, 1843 as John Joseph Harper, he married Elizabeth Foly in the District of Columbia. He may have been born with the birth name of Joseph Grafton Harper. However, on the 1860 and 1880 censuses he is listed as Grafton Harper. He is listed as Grafton Harper on the death certificates of two of his children. He is also listed as Grafton Harper on his certificate of death and the name Grafton Harper is engraved upon his tombstone.

Death of Grafton Harper
About 8 o’clock this morning Grafton Harper died at his residence, No. 3255 K Street, from an affliction of the heart, in the 71st year of his age. The deceased was one of the original officers of the Metropolitan Police Force, serving continuously from October 7, 1861, until December 16, 1885, when he was retired on a pension of $50 a month. Mr. Harper was a member of Hermione Lodge, No. 12, K. of P. and of Covenant Lodge, No. 13, I.O.O.F.

Grafton Harper’s Funeral
The funeral of Grafton Harper took place yesterday afternoon from his residence, No. 3255 K Street and was largely attended. The remains were escorted to Oak Hill Cemetery by Hermione Lodge, No. 12, K. of P., headed by the National Rifles Band, by Washington and Nelson Division of Uniformed Rank of K. of P., representatives of Covenant Lodge, I.O.O.F. and members of the Metropolitan Police Department, of which the deceased was so long a member. The pallbearers were Messrs. D.K. Apple and A. Brown of Hermione Lodge, No. 12, K. of P., Lames L. Warwick and H.C. Volkman of the Metropolitan Police, Charles R. Schutt and Charles Baker of the Odd Fellows. Rev. J.S. Lindsay of St. Johns Protestant Episcopal Church, officiated. Services were conducted at the cemetery by Hermione Lodge.
