"Williard" (as his mother spelled it) was born in Pepin County, Wisconsin to George and Frances (Wakefield) Livingston. The family moved to Colburn, Wisconsin, where he lived with his parents, sister and three brothers. His father died in November of 1906. A year and a half later, Williard and his brothers were committed to the State Public School for Dependent and Neglected Children at Sparta, Wisconsin, while their mother remained in Colburn. On October 28, 1908, he was indentured to John Fleury in Sparta. On March 29, 1910, he returned to the State School where he lived until July 1, 1910, when he went to work for August Hoeth in Shelby. On April 1, 1911, he began working for Louis Hoeth in Shelby. On April 1, 1912, he went to work for Paul Mundstock in Chaseburg. Records show him crossing the border into Canada in 1913, at age 19, seeking employment opportunities. In 1925, Williard married Hannah, with whom he had three children: Robert, Evelyn and Florence.
