The medal was created on November 6, 1942 by Executive Order 9265 issued by President Franklin D. Roosevelt. The medal was designed by Thomas Hudson Jones; the reverse side was designed by Adolph Alexander Weinman which is the same design as used on the reverse of the American Campaign Medal and European-African-Middle Eastern Campaign Medal.

Uncle Mitchell was the second born son of Richard West and Sarah Arvella Love West.

He was married to Isabelle Mielke at New Baltimore, Michigan on May 18, 1974.

He entered the U.S. Army in 1939 and retired as CWO 4. He served in the Southwest Pacific at Ora Bay, New Guinea and Atape, New Guinea. He was with the invasion forces on Luzon, Phillipine Islands, going in at Lilngayun Gulf on January 9, 1945 with Company L, 172d Inf. 43rd Infantry Division. He also served in Company B Battery 103rd Field Artillery during the Phillipine Campaign and in Japan.

After the Japanese surrender, he was sent to Japan with the 43rd Division as part of the occupation forces and was stationed near Tokyo. He returned to the U.S. the latter part of October 1945 and after 60 days leave, he re-enlisted at Camp Chaffee, Arkansas in January 1946 and retired November 30, 1962 after 23 years of service. He had also been stationed in Germany. His military honors included the Bronze Star, Army Commendation Medal, American Defense Medal, American Theatre Medal, National Defense Medal, Asiatic Pacific Campaign Medal, Phillipine Liberation Medal, World War II Victory medal, Army of Occupation (Japan) Medal and Good Conduct Medal.

He was preceded in death by his parents and two brothers, Jack West and Frank West.

Mitchell is survived by his wife, Isabelle, four step-sons, three step-daughters, one brother Clem West and wife Ruby, one sister Lucy West, one niece, one nephew, eleven grandchildren, and four great-grandchildren.
