Milton was the son of William Milton Johnson and Matilda Elizabeth Calfee. He was a twin to John William Johnson who lived in Chester, PA. Milton married Essie May Roundher.

In 1910, Milton worked in a machine shop in Princeton, WV. By 1917, he was a carpenter working for Newport Construction Company at the U.S. Naval Hospital in Portsmouth. In 1920, he was a carpenter in Chester, Deleware Co., PA, where relatives also lived. Later, he was employed by Dry Dock Associates, St. Helen, Berkley, VA and resided at 65 Bolling Road, Portsmouth, VA.

Milton was tall, slender, and had gray eyes and black hair. He and Essie had no children, but Essie had a son named Kelly Drummond by a previous marriage.
