Joseph Watkins Parker, the son of Oscar Fitzallen and Annie Watkins Parker, was born and raised in Lanark, Idaho, where he was a farmer. He was a veteran of World War I. He was involved in LDS Church activities and served in the Bishopric in the Lanark Ward.
On June 29, 1921, he married Susie Fontella Orr in the Logan Temple. She was born on June 21, 1900 in Liberty, Idaho, the daughter of Richard Dick and Susan Hymas Orr and she spent her early years in Sharon and Liberty, Idaho.
In 1957 the family purchased property on the Millville Bench where they farmed for a living.
They are the parents of nine children: Zola (Glen Christensen), Loye (Neil Christensen), Alvin R. (Winetta Petersen), Lona (Freeman Covert), Joseph La Veil (Shirley Schiffman), Opal (Dale Roberts), Oscar Derrell (Colleen Palmer), Gordon LeGrand (Jean Anderson) and Glenna (David Boehme).
