Eugene graduated from Riddle High School, Riddle, Oregon. He attended college but didn't graduate. He was in the Navy. While in the service, he married Jeanne Rogers (later divorced). Some years later, he married and divorced Bernice of Riddle, Oregon. He worked for Burlington Northern Railroad. He had no children.

Eugene was the last of his generation. His siblings were Frances Gallagher Dash, Katherine Gallagher Strohmeyer Smyklo, Patricia Gallagher Metzler, Janet Gallagher Knapp Myles, Edward Gallagher, LeRoy Gallagher and Kenneth Gallagher.

He was a railroad man who liked the simple things in life and someone who did a standup job. He took care of his mother in her later years.

He was a hard worker and gave a great deal of himself for the family ranch in Riddle, Oregon. He was a very thoughtful guy who had a lot of life stories that he would tell in the quiet moments.

He and his brother-in-law, Pat Metzler, helped build All Souls Catholic Church in Myrtle Creek, Oregon.

He was survived by numerous nieces and nephews, as well as his neighbor and friend, Randy Weaver.
