FROSTBURG - Manuel T. "Tip" Winner, 59, of 264 Upper Consol Road, here, was dead on arrival yesterday at Frostburg Community Hospital. He had been in ill health the past seven weeks. Born in Garrett County, he was a son of the late Albert J. and Emma (Robertson) Winner. His first wife, Mrs. Isabelle (Labor) Winner, preceded him in death. He was an employe of Amcelle Plant of Celanese Fibers Company and was a member of St. Michael's Catholic Church. He is survived by his widow, Mrs. Mary (Guest) Winner, a son, Thomas P. Winner, here; a stepdaughter, Mrs. Shirley Matthews, Swanton; three sisters, Mrs. Helen Crowe, Zihlman; Mrs. Mary Weitzell, here, and Mrs. Ruth Turner, Avilton, Md.; five brothers, Frederick Winner, Leonard Winner, Albert Winner, George Winner and Harry Winner, all of Consol; and two grandchildren. The body is at the Hafer-Sowers Funeral Home where friends will be received today from 7 to 9 p.m. and tomorrow and Sunday from 2 to 4 and 7 to 9 p.m.
