Charles was the son of Luke Tiernan and Nancy Ann Owen. His father arrived from Meath, Ireland about 1784. His mother was the daughter of Robert Owen and Rebecca Ruth Swearingen, and sister of; Sarah "Sally"Owen who married Alexander Neill; Kennedy Owen who married Agnes Riddell, and Lawernce Owen who married Sally Hughes.

Charles was born in his fathers house at 21 East Baltimore Street. He was commissioned Brigade Quartermaster by the Governor of Maryland, for the First Artillery Brigade of the Militia of the State of Maryland November 2, 1824. He was manager of the Hibernian Society from 1830-1836.

He married first, Helen Magruder, the daughter of Judge Richard B. Magruder, and the granddaughter of General John Stricker, on April 28, 1831. They had one daughter and named her Helen after her mother.

He married second, Gay Robertson Bernard on December 20, 1836. They had three daughters and one son; Anna Dolores; Charles Bernard; Gay Bernard; and Laurs Cecelia.

He married third, Mary Spear Nicholas on June 23, 1873 by Rev. Father Giustiniani. Mary was an author and wrote several essays and historical articles for the Southern Review, Scribner's magazine, and Century magazine. After Charles died in 1886 she authored the following books; Homesell, Suzette, and Jack Horner. Mary Spear Nicholas was one of the founders of "The Literary Club."
