He was the son of Martin (Sr) and Ida (Welch) Manning. Martin was the youngest of his seven siblings; half-sisters: Doris (Manning) Price, Maxine (Pierce) Bennett, Eilyne (Pierce) Wigginton and Lynetta (Pierce) Bell, and half-brothers: Wendell Pierce, Woodrow Pierce, and Harvell Pierce.
