James was the son of Peter J and Mary Louise McHugh (both Irish immigrants). He was the brother of Peter, Charles, Frank, Ellen, Thomas, and Edward.

James married Annie M (Jordan) Mc Hugh in February, 1886 in Wilmington, Delaware. They were the loving parents of James C, Annie(or Mary), Ellen(Nellie), Charles, and Selena.

Like his father and brothers, James was a soldier in the U.S. Army. He also ran a saloon and hotel in Wilmington Delaware.

James was sent to fight in the American-Phillipine War, and died there on 1 Aug 1899, and is buried at the Presidio.

After his death, his wife remarried and had 5 more children, while continuing to run the saloon and hotel in Wilmington.
