Belva is the daughter of Ambrose (Albert) Estep and Lillie Imel Burton Estep. Belva was born in Greenup County, Kentucky. Her family moved to Lawrence County, Ohio when Belva was a teenager, where she met and married Frank Osborn. Frank and Belva had 8 children, Frank, Jr; June Avonelle, Gussie Merle, Ruby, Mary, Kathryn, Norma, and Leonard.

The family moved to wherever Frank could find work. Frank worked as a coal miner, caretaker of Fernwood Cemetery, among other jobs. He asked to be buried on the hill at Fernwood. Belva is resting beside her husband.
