C.P. "Perry" Baker apparently came to Arkansas, probably with his parental family, at an early age. His parents are unknown. He was married to Emily Fort, daughter of Elias Fort & Ann Hargis, about 1838. Ann Hargis Fort had died probably in Missouri and Elias remarried to Nancy Foster. Elias & Nancy Fort & children had come to Arkansas from Randolph Co., MO sometime between 1830 and 1836. Elias died in Washington County, AR in 1836.

Perry & Emily Baker's oldest daughter, Matilda Jane, was born 1839 in Arkansas. Seven daughters were born to Perry & Emily: Matilda Jane, Lucinda, Rebecca M., Nancy Leticia, Margaret Emily, Sarah Louisa and Hannah Narcissa.

Emily Baker died in 1875 and Perry remarried to Mary Stobaugh in 1877. He died leaving a will in 1888 in Washington Co., AR.
Perry made his will on April 30, 1888 shortly before he died, and in it are named his wife, Mary Baker; "the heirs of William Johnson and Matilda Jane Johnson, his wife who was my daughter"; son-in-law A.B. Neill and Sarah Louisa Neill, his wife; Hannah Narcissa Trammel; I.W. Oxford and his wife Luticia Oxford; DeWit C. Hale and Rebecca M. Hale his wife; George F. Trammel and his wife Hannah Narcissa Trammel; Samuel F. Walker and Margaret E. Walker his wife. He appointed his son-in-law, Samuel F. Walker his executor, and witnesses were B.F. Walker Sr., and I.W. Oxford.
