Noel was the youngest of three children born to Effie Thompson and James Winfield Miers (who later changed his name to John Winfield Hastings). Noel's mother died before he was five, and Noel was adopted by his mother's sister and her husband - Grace and Tom Thomas.

Noel graduated from Wilkes-Barre City High School in 1925. He worked at the Kingston Provision. The owner, Ben Davis, was concerned that if something happened to him there would be no one to care for his disabled son, Danny. Ben asked Noel to look after Danny and gave 20 percent of his business to Noel and 20 percent to Danny. When Ben died, the company was split between them, and Danny later sold his share to Noel. Noel renamed the company Vallee-King Packing Company.

Noel married Mildred Davis and they had two daughters and one son.
