Bill was the son of Hubert H. and Ottilla (Moss) Rogers. He was raised by Edgar and Inez Moss Steele, Sr. He graduated from Texas A&M with a Bachelor Degree in 1953 and a Masters Degree from Tarleton State University.
He married June Duncan in Graford. She preceded him in death in 1992. He was a longtime resident of Young and Palo Pinto Counties.
Survivors at time of death include one daughter, Laura Gay Burdick of Graford; two sons, Glenn Moss Rogers and wife Mandy of Aledo and Gregg Allen Rogers of Dripping Springs; one sister, Joan Brannon of San Antonio; one brother, Jack Rogers of Los Angeles, California; grandchildren, Cortney Trammell and husband Jody, Ashley King, Meg Rogers Nguyen and husband Mike, Ginny Rogers, Ben Rogers, and Leah Rogers.
Besides his wife, he was preceded in death by grandsons, Jake King and Holt Rogers and brother, Edgar Steele, Jr.
