Frank was born in Windsor, Mass to William and Sylvinia Bender. As a child, he moved to Minnesota with his family. In 1883, Frank married Rena Gilbertson in Butternut Valley, MN. They had 4 children. The first two children, girls, died young. The last two children, boys, also died young. They died from diphtheria, along with Frank's wife, Rena, in 1891. Frank remarried in 1900 to Margaretta Ott. They lived in Lake Crystal, MN until they removed to Hot Springs, AR about 1923. Frank died April 5, 1930 due to a cerebral contusion as a result of being struck by a street car.
