Paul was born October 3, 1939, in Iowa City the son of Paul E. and Margaret (Sakulin) Harper.
Following graduation he served his country in the Army's 4th. Battalion during Police Action following the Korean Conflict. Having completed his military service, Paul was honorably discharged and returned to Iowa City where he worked as a house painter for various painting contractors in the Iowa City area, including Burkett and Krotz.
Paul was a past member of VFW Chapter 3949 in Iowa City, and the Eagle's Club of Iowa City where he loved to dance.
Paul was preceded in death by his parents, brother, John Harper, and partner, Lois Acres
