Son of Joel and Elizabeth Logan Buffington. Richard came to Illinois from Ohio before 1820 with brothers Phillip, Abraham, Asa and Jacob. Jacob did not stay and returned to Ohio. Richard is listed in the 1820 Illinois State Census in Gallatin County Illinois with one other person in the household. The other person most likely is his brother Asa. Richard, Asa and their sister Susannah Nighswanger are in Pike County in the 1830 US Census. Richard served as an election judge in Pike County before moving to Adams County. The move to Adams County was made with the arrivial of Jacob and his sons to Adams County. Richard was again an election judge in Adams County in 1839.
