Mr. Kays served in the Air Force.
He was foreman in Federal Service.
Mr. Kays was a member of the Moose Lodge No. 257.
He is survived by a son, Michael Kays of Cheyenne; two daughters, Jenelle Beason of North Las Vegas, Nev., and Laurie J. Brillard of Deadwood, S.D.; four brothers, Mervin Kays of Wichita Falls, Texas, Melvin Kays of LaPine, Ore., Darrell Kays of Puyallup, Wash., and Vern Kays of Sheridan, Mont.; four grandchildren, Dannette Malone, Dustin Alcon, Chris Alcon and Patrick Kays, all of Denver; and a great-grandchild, Cassi Alcon of Denver.
He was preceded in death by his wife, Joann "Joan" Kays in July 1993; his parents, Chancey and Ruth Kays; a brother, Fred Kays; a granddaughter, Tiffaney Younger; and a great-grandchild, Devon Malone.
