Charles Jay was born in Bedfield, Suffolk, England, son of William and Eliza Pearl Jay. He came to Canada in 1912 with his two brothers and made his home in Wyman, Quebec. In 1917, he moved to Quyon, residing there until 1954 when he went to his daughter's home at Bristol Mine.
He married Margaret Taylor Edey, who predeceased him in 1953.

Charles first worked for Courtney Hutchinson; then bought a farm where he raised all types of animals. He quarried stone from his fields and during the winter, drew them on the ice to the Shaw Dam. He loved to walk in the woods and enjoyed hunting and fishing.
Charles and Margaret had four daughters, Annie Dulcie, Emily Vera, Helen Mildred (Nellie), and Nancy Muriel.
