He was the son of Henry Cloninger and Susanna Bolch. He married Sarah "Sallie" Jane Moore on January 31, 1864, in Oakland, Yalobusha County, Mississippi.

Pinkney joined the Civil War on August 17, 1863 in Concord, Mississippi, Company C, 8th Mississippi Cavalry as a private. Served in Captain C. W. Johnson's Company, Duff's Battalion. Known as Duff's Guards. This organization subsequently became Company C, 8th Regiment, Mississippi Cavalry. The 8th Regiment Mississippi Cavalry was organized September 10, 1863 as the 19th Battalion Mississippi Cavalry. It was increased to a Regiment February 15, 1864 and known as Duff's Regiment Mississippi Cavalry until designated the 8th Regiment Mississippi Cavalry by S. O. No 169A and 1 G. O. dated July 19, 1864.

After surviving the Civil War and all the hardships during and that followed, Pinkney died from a fall in Charleston, Tallahatchie County, Mississippi in December 1880 at the age of 37.
