Henry was the son of George and Elizabeth Colclazer, and was apparently born in Georgetown, D.C., although one good source says he was born in Alexandria, VA, which was originally part of the District of Columbia.

His wife was Sallie A. Hicks, the daughter of Hon. Thomas Holliday Hicks, Governor of Maryland and United States Senator.
