Son of Stephen Dumelow. Clement was baptised at St Mary de Castro, Leicester on 5 May 1762. By 1800 he was a Master Hosier in Leicester, and records show that he took on Thomas Fowkes as an apprentice that year. On 29 July 1807, Clement married a widow, Mary Dolan, by licence, at Ampthill, but his address at the time was still St Mary's parish, Leicester. In his hosiery business he worked with James Hudson, but that partnership was dissolved on 25 August 1812 and with John Taylor, (dissolved on 22 April 1818).


He was certainly living in Bedford by the early 1830s,as he was a founding Director and Partner of the Bedford Gas Light Company which was set up in 1833. He was also involved with the development of the railways.


He died at the age of 84 and was buried on 12 May 1846. His death was announced in the Bedfordshire Mercury on Saturday 9 May 1846, and it said that he died "after a short but painful illness. Clement was a devout Christian, and in his will he left many legacies to missionary charities. He was also keen to support hospitals, and left legacies to Bedford and Leicester Infirmaries (£100 each), Leicester Lunatic Asylum, Leicester Fever House and Leicester Female Asylum (£50 each). There was also a £50 legacy for the Port of London's Seaman's Society.
