Naomi Barber appears on the 1823 assessment list of Springfield Township, Bradford County, Pennsylvania with a daughter, Eliza Barber, age 10 years, unable to pay for her schooling. On the 1824 assessment list the child is Hannah Eliza Barber, age 10, "Daughter of Naomi Barber, the mother unable to pay for her schooling."


Naoma Fanning appears on the 1828 assessment list of Springfield Township, Bradford County, Pennsylvania, unable to pay for schooling of children, Elisha, age 8, and Harvey, age 6. The assessor wrote - "she says they are E. Fannings." Assessment lists were created to develop property values to formulate tax revenue. In the early assessment lists, before schools became public, residents who could not afford the schooling of their children would appear on a list within the assessment book.


Naoma appears on the 1829 assessment list of Springfield Township, unable to pay for schooling of children, Elisha, age 8, and Harry Fanning, age 6. On the 1830 assessment list the parent is listed as Elisha Fanning with children, Elisha, age 9, and Harry, age 7.


Naoma Barber was the second wife of Elisha after the death of his wife, Betsey Grace who died 25 June 1814, if in fact Naomi and Elisha did marry. The marriage or relationship between Elisha and Naoma dissolved and Elisha married 8 April 1824, Esther Beach. Most researchers have assumed Naomi died when Elisha married again in 1824.


Naoma Barber was enumerated in Springfield Township in 1830 with two males of age ten and under age fifteen (born 1816-20), two females under age five (born 1826-30), and one female of age thirty and under age forty (born 1791-1800).


On the 1831 assessment list of Springfield Township she is Naomia Wheeler and unable to pay for schooling of children, Elisha Wheeler, age 11, and Harry Wheeler, age 8.


Naoma appears on the 1832 assessment list of Springfield Township as Naoma Barber, unable to pay for schooling of son, Harvey Barber, age 10.


On the 1833 Springfield Township assessment list she is Naomi Barber and unable to pay for schooling of daughter, Naomiann Barber, age 5.


On the 1834 Springfield Township assessment list she is Naomi Fanning, unable to pay for schooling of children, Harving Fanning, age 11; Cordelia Fanning, age 6; and Rozina Fanning, age 5.


On the 1835 Springfield Township assessment list she is Naomi Fanning and unable to pay for schooling of children, Cordelia Fanning, age 8, and Rosina Fanning, age 6.


Pennsylvania passed the Public School Act and children appearing in assessment records ceased.

Enumerated in Springfield Township in 1850, residing with her mother, no children in the household.


On 28 March 1855, Naomi was a resident of Columbia Township, Bradford County, Pennsylvania and filed a deposition on behalf of her mother for a pension. On 28 October 1858, Naomi was living in Bradford County when she filed a further deposition on behalf of her mother.

Harvey was born before his father's marriage to Esther Beach, but perhaps Elisha was not his father.
