Frances M. Scribner (née Decker), daughter of Abner Decker and his first wife Elizabeth (née Hickman), was born probably in the late 1830s in either Illinois or Indiana. Abner Decker, described as possessing a "restless disposition," moved his family from Illinois to Indiana, and then returned to Woodford County, Illinois, where he purchased land.* Frances's mother died in the late 1840s; her father remarried in 1848 in Woodford County. The Decker family, including Francis, reportedly age 11, was enumerated there in 1850. The Decker family in 1852 moved in Webster County, Iowa.

Francis Decker and John "Scrivner" were married on 30 December 1854 in Webster County. The Abner Decker family by 1860 returned to Woodford County, Illinois, but Frances and John Scribner are not found in the 1860 U.S. Census. Reported ages and birthplace of their seven children indicate they had returned to Illinois by about 1855-58.

The Scribner family's 1870 enumeration in Fayette County, Illinois, reveals hardship: John Scribner, blind, had "no occupation." By 1880, Frances Scribner, widowed and with four children, resided in East Bend Township, Champaign County, Illinois. Her brother Joseph Decker had purchased land in that township around 1870, and was also enumerated there in 1880.

Frances Scribner continued to live in the township, near Dewey, until her death in 1912. She was survived by four of her children
