Cecil was born on August 22nd, 1915, in Fulton, Mississippi. He was a long-time resident of Arkansas where he was a farmer, moving to Muncie, Indiana in 1961. He had been a construction worker here since 1964 amd was a member of Local Union No#1112.
Cecil was survived by his loving wife, Eveline Stout Stevens; four sons, James (and Donna) Stevens of Albany; Don (and Betty) Stevens of Montpelier, Sammie Stevens, and Gary Stevens, both of Muncie; two daughters, Lois Hayes and Brenda (and Richard, III) Brown of Muncie; one brother, Cletus Stevens of Dale, Ark.; three sisters, Anna Belle Hensley of Dale, Ark., Verna Mae Price of Ravenden, Ark. and Othie Green of Pine Bluff, Ark.; fifteen grandchildren; and a host of other family and friends who mourn his passing.
Funeral services were held at the Parson Mortuary with burial following in the Elm Ridge Cemetery.

I've touched the walls of jasper and dipped my foot in the crystal sea. The beauty is beyond words and nothing could compare, I've even seen our Lords mansion and someday I'll meet you there. Let Jesus be your guide because "His Word" will show you the way. So please don't cry because we will meet again someday.
