James Burns was a United States Soldier during the American Civil War from 1861 to 1865.

He enlisted on July 8th, 1863, at New York City, New York, for three years service at the age of 28, and was mustered into service as a Private in the 11th New York Veteran Volunteer Infantry Regiment on September 2nd, 1863, at Camp Sprague, Staten Island, New York. The 11th Veteran Regiment was merged with several other veteran regiments that were organizing in New York City at the time, and the company was assigned as transferred to Company E of the 17th New York Veteran Volunteer Infantry Regiment on October 1st, 1863.

He served with the regiment in its early campaigns in Kentucky, Tennessee, Mississippi, and Alabama. As a result of his service he contract an illness, and on April 27th, 1864, he died of disease at Decatur, Alabama. He was originally buried in Decatur, but was dis-interred and moved to the National Cemetery in Corinth, Mississippi.
