Stephen was the son of Elijah McCoy (1730-1810) and Mary Holloway (1735-1810). He served in the South Carolina Militia of the American Revolution in 1781 at the age of 16. He served with his father Elijah and his brother John. In 1790 he was located in the US Census in Effingham, Georgia. In 1793 he signed a Petition from residents to "Governor" regarding land GRANT petitions and potential fraud. He married Nancy McCall on 27 Jan 1796, in Bulloch County, Georgia. Nancy was the daughter of Charles McCall, his compatriot in The South Carolina Militia during the American Revolution.

In 1810-12 he was in the Bulloch County, Militia and achieved the rank of Lieutenant.

in 1812 he was the Clerk of the Ordinary Court where he served until 1814.
