Elwood was the third of six children. He married Margaret Zweig on May 8, 1935 in Ashley, Luzerne County, Pennsylvania, but they were married only briefly. He married Marjorie Henderson on August 30, 1940 in Courtdale, Luzerne County, Pennsylvania. The couple moved to Niagara Falls, New York, shortly after they were married because there was no work in Luzerne County. They raised one son and three daughters. He worked as a transformer operator for the Carborundum Company.
