JoAnn was born in Flandreau on August 21, 1934 to Reuben and Olga (Swansen) Johnson. She grew up in Flandreau and graduated from FHS in 1952. She married Harold Blum on November 30th that same year. JoAnn worked as an administrator for the Farm Home Administration for several years. After her youngest was born, JoAnn took some time off to raise her boys. She then began at the Flandreau Indian School as a secretary for Health Services. She had an opportunity to return to FmHA with her same position and continued working until her retirement. Harold passed away in 1978. She was married to Gordon Dailey on November 12, 1983 and together moved out to Gordon's farm. After retirement, JoAnn enjoyed spending more time with her family and on her hobbies: quilting, canning, gardening, and attending her grandchildren's activities. Gordon passed away in 2010. She was a lifelong member of Our Savior's Lutheran Church in Flandreau, where she was baptized, confirmed, and married. She was also active in the women's circle and church council over the years.
