Richard was born November 30, 1941 in Salt Lake City, Utah to Arthur Lord Burr and Ila Cloe Barnes. He was raised in Anchorage, Alaska and developed a great love for the outdoors. He served a mission for the Church of Jesus Christ of Latter-day Saints in the British Isles and honorably served his country in the Army National Guard. He attended Snow College in Ephraim, Utah where he met and married Loye Ann Scott. They had 9 children together. Richard and Loye Ann later divorced.

In 2004 Richard married Olga Vasilyevna Shestialtynova, of Sochi, Russia. They developed a deep bond of love and friendship, and enjoyed many years of happiness.

Richard owned Mountain West Electric and was a successful electrical contractor for 50 years. Three of his sons chose the same career and continue to run the business.

Richard worked hard and played hard. He enjoyed camping, four-wheeling, snowmobiling, skiing, and water sports. He loved to travel, especially long road trips. Some of his many hobbies included painting, polishing rocks, and carving walking sticks. He had a horse and buggy and a Model A car that he enjoyed escorting officials in during summer parades. At the end of the day, he loved to relax in a hot tub.

Richard was devoted to the gospel of Jesus Christ and loved the Lord. He served in bishoprics, as ward and stake young men's president, and as a gospel doctrine teacher. He was a Scout Master for more than 30 years, and in his later years served as Cub Master.

Richard was beloved by his family and will be missed dearly. Richard was preceded in death by his son Douglas, infant son Jacob, sister Ardith Johnson, brother Delbert Burr, and his parents.
