Apprenticed to a Baltimore silversmith beginning in 1800, his first appeared in the Baltimore Directories as a watch and clock maker. On November 19, 1810, he married Mary Deagle at the Basilica of the Assumption in Baltimore by Rev. Archbishop John Carroll. Jacob served in the War of 1812 and was a member of the militia company which took place in the defense of Baltimore on September 12, 1814.

He was a musician of considerable ability and was prominent in organizing the choirs of several Roman Catholic Churches in Baltimore. He published a collection of Catholic church music, known as "Walter's Book, which was used for a number of years by most Catholic choirs in the United States. There are several pieces of his silver still in existence. A soup ladle and four tablespoons are at the Baltimore Historical Society. A silver service is also located at St. Patrick's Catholic Church in Washington D.C., made for his son, Rev. Jacob Ambrose Walter.

He worked at his trade until a few years before his death of paralysis. He was originally interred at the Old Pro Cathedral cemetery but his remains were removed to New Cathedral upon the closure of that cemetery.
