Phyllis was born in Rome on September 11, 1943 to Albert W. Barnes and Violette B. Arthur. In addition to her parents, Phyllis was preceded in death by her husband, Sgt. Major Robert C. Dempsey, and half-brother, James R. Arthur. Survivors include two sons, two step-sons; two daughters; a brother; two sisters; many grandchildren, great-grandchildren, nieces and nephews.
Phyllis grew up in Santa Monica, California before moving back to Rome, Georgia as a teenager. She then graduated from West Rome High School in 1961, the same year in which she participated in the Miss Rome Pageant. Phyllis loved being outdoors and, she was never far from the beach or a fishing spot.
