Dr. Frank Ballard was a prominent physician in Seattle in the 1890s. Frank was born in Lebanon, Oregon to David Wesley Ballard (1824-1883) and Jane Eliza (Rooker) Ballard (1831-1891), both parents coming from Indiana. David W. Ballard was appointed Governor of Idaho Territory the year Frank was born and served in that capacity from 1866 to 1870.

In adulthood Frank moved to Seattle where he was a family physician. He married Stella Finch on June 7, 1893. They had two children; Howard Finch Ballard (1894–1971) and Dorothy J. (Ballard) Bowman (1898–1989). The family lived in Colville, Washington at the 1900 census but were back in Seattle by 1910.
