Born on March 6, 1927 in Brownfield, Texas to Gus and Mamie Elliott Ratcliff, he grew up in Quemado, Texas. He left school and joined the U. S. Marine Corps at the age of 17 and served during World War II.
He married Dorothy Wernecke on November 1, 1948 and she preceded him in death on July 25, 2003. Doug worked for many years as a route salesman for a candy company and after he retired, he worked as a carpenter. He was a member of First Baptist Church, Levelland, Texas.
