Within a few days of his brother's Christmas-time slaying in 1985, Bilotti agreed not to retaliate for his younger brother's death during a tense session with Salvatore (Sammy Bull) Gravano in the South Beach section of Staten Island, said a former FBI agent who spoke to both men about their meeting.
"He really had no choice," the retired G-man was told "Sammy told us he had a sitdown with Joe at the old Country Club Diner and told him it wasn't personal, just business, and to mind his Ps and Qs and he'd be okay," recalled the former agent, who asked that his name not be used. That is when Joe changed his life and became a community activist and a church worker .

Joseph James Bilotti, 83, of South Beach peacefully passed away at home on Dec. 27, 2016.
Born in Staten Island, Joseph attended McKee High School. He was an operating engineer with Local 15.
A member of St. Joseph Church, he held Tuesday night Rosary for 25 years. He enjoyed trapshooting, pigeon racing, boxing, hunting, and golfing. He was a N.Y. State trapshooting champion and a champion boxer.
Joseph was instrumental in helping preserve Mt. Manresa. In recognition for his many years of donating both time and money to countless other charities, he received the Rosebank Community Award. His greatest love was spending time with his children and grandchildren.
He is survived by his sons, daughters, grandchildren, and four month old great-grandchild, Charlize Nancy. Joseph was predeceased by his wife of 36 years, Catherine Bilotti; his parents, Dominick and Lillian Bilotti, and siblings, Matthew, Jimmy, Thomas, Angela, and Rosie.
Services are being arranged by Casey Funeral Home. Funeral is Saturday, Dec. 31 at 10 a.m. at St. Joseph Church, Rosebank. Interment is in St. Mary's.
Visitation is Thursday, Dec. 29 and Friday, Dec. 30 from 2 to 4 and 7 to 9 p.m.
