Phyllis was a Washington County native and reared on her family dairy farm in Deepstep, the daughter of the late Andrew Felson Andrews and the late Mary Pierce Andrews. She graduated from Sandersville High School and Georgia State College for Women, where she met her husband, J.D. Carpenter. She and J.D. raised their family in both Maryland and Georgia. Phyllis is a retired social worker for the Georgia Department of Family and Children's Services. She had a passion for reading and loved collecting light houses. Arts and crafts where among her favorite hobbies, especially creating Christmas ornaments. Phyllis was a member of Smyrna Baptist Church where she formerly taught Sunday School. In addition to her parents, she is predeceased by her husband, J.D. Carpenter, Sr. and her brother, Pierce Andrews.
Survivors include: her children, John David Carpenter II and his wife Angela of Ivey and Candis C. Peeler and her husband Jody of Deepstep; grandchildren, Morgan Lanier, Christian Lanier, Jennifer Hodges and her husband Brian, Johnathan Mason, Katelyn Peeler, Alan Peeler, Brandy Nicholson, and Brandon Eubanks; siblings, Uldena Denton and her husband Al, and Al Andrews and his wife Kyla, all of Deepstep; sister-in-law, Joyce Andrews of Conyers; and nieces and nephews.
