Son of Noah Shisler and Christiana Rugh. He lived in Putnam and Williams County, Ohio as a youngster. He was married around 1889 to Anna Hansen. He worked as a farmer, carpenter, and lumberman and also appears to have traveled about, visiting places like Oregon or the Upper Peninsula of Michigan. He died in 1899 in Ohio, apparently working as a carpenter for a railroad at that time.

Railroad Detective Jesse Shisler, Pennsylvania Railroad Police, was struck and killed by an express train in the eastern railroad yards in Fort Wayne, Indiana on October 16, 1899.
