Mexican Border Wars Medal of Honor Recipient. Born in Portsmouth, Virginia, he graduated from the U.S. Naval Academy in 1890 and was commissioned a Lieutenant in the U.S. Marines Corps. He served in the Spanish-American War 1898, Boxer Rebellion 1901, and in February 1914, was promoted Lieutenant Colonel and was dispatched to command the 2nd Advanced Marine Base Regiment which landed at Vera Cruz, Mexico. On the dates of April 21 to 22, 1914, he commanded the 2nd Regiment in continuous fighting directing his officers and men, until in possession of the city from attacking rebels. For his courage and skill in the face of the enemy, he was promoted Colonel and awarded the Medal of Honor on December 4, 1915. He went on to serve in World War I and was promoted Brigadier General in 1919. In March 1920, he was promoted Major General Commanding General, Department of the Pacific and appointed the 14th Commandant of the U.S. Marine Corps in March, 1929, serving until his death.
