Marguerite was born in Porterville, California. The fifth of six children, born to Morgan Bourbon and Sarah Elizabeth Thomas. Shortly after she was born the family moved to Fresno, California. Her family often went into the foothills surrounding Fresno. Her father often rode with her in front of him on the horse. Sometimes they used a wagon, which the whole family would ride in. They would go camping for a week or more or sometimes just on a picnic for the day. She married Warren E. Pannett, when she was seventeen years old, 3 Aug 1915 in Easton, Fresno, California. They had three children, all boys. Their names were Robert, Vern, and Ralph.
Marguerite helped Warren with the family's well drilling business, in Fresno, by keeping the books, and by doing other office work. She was also the secretary for the Central Valley Well Drillers Association.
When her husband had a stroke that left him paralyzed, they moved to Oceano, California and she took care of him. After her Husband died in 1964, Marguerite moved back to Fresno, California. She remained there for the rest of her life.

Marguerite Pannett was issued a Certificate of Ordination on 17 Mar 1958 in Oceano, San Luis Obispo, California. As a ordained Penticostal Minister, she performed the marriage rites for her son Robert and his second wife Virginia M. Carter Brammer in Oceano, California.
