He was a graduate of Wright State University. He served with the US Marine Corps during WWII on the USS Lexington in the Pacific, and during the Korean War.

He was predeceased by his parents, Barney Robert Blair and Bessie Mae Armer Blair; his first wife, Della Catherine Blair; his second wife, Irene Blair; and a son, Richard Houston Blair. He was survived by his wife; a son, Charles Mason Blair; a step-daughter, Felicia Oldham; his third wife's children five children; and three sisters.

Visitation was held on Thursday, March 9, 2006, at the Trostel-Chapman FuneralHome, New Carlisle, OH. Mass of Christian burial was held on Friday, March 10, 2006, at Sacred Heart Catholic Church, New Carlisle, OH. Interment on March 22, 2006.
