Allen W. "Clem," Cowley, M.D. passed away in Naples, Fla. at the age of 104.
He was born in 1902, the son of Florence and Charles Cowley, of Venice, Utah. He gradauted from the University of Utah and University of Pennsylvania Medical School. In 1931, he married Norma Smith of Tremont, Pa. a nurse who was to be his bride for 76 years.
Dr. Cowley began his medical practice a year later in Harrisburg, Pa. He had a remarkable personality that combined compassion, generosity, optimism and wonderful sense of humor.
Dr. Cowley maintained an active practice for 42 years in the Harrisburg area. He became Board Certified in Internal Medicine and Cardiology. He established the first free clinic in Cardology in the 1940's at the Policlinic Hospital. He was the Chief of the Department of Medicine at Harrisburg Polyclinic Hospital for many years, President of the Dauphin County Medical Society, President of the Pennsylvania Heart Association and President of the Pennsylvania Medical Society. His pioneering and visionary advances in medical care delievery were exemplified by his establishment of the first successful group medical practice in Central Pennsylvania (Cowley and Associates) in the early 1950's. He advanced concepts of private, non-profit medical insurance as Chairman of the Board of Blue Cross and Blue Shield. In his retirement years he devoted his efforts to the application of bio-medical engineering to medicine and was one of hte founding Board Members of Whitaker Foundation on which he served for 50 years (1956-2006). He contributed to many civic acitvities including the Rotary and was a 33 degree Mason.
Dr. and Mrs. Cowley enjoyed wintering in Flordia for many years and for the past 12 years they resided full-time at Moorings Park in Naples, Florida.
Dr. Cowley is survived by his wife Norma, his daughter, Carol Greenlund of Camp Hill, Pa. his son, Dr. Allen W. Cowley, Jr. and his wife, Theresa of Milwaukee, WI, three grand children and seven great-grandchildren. He loved every moment of his 104 years and those around loved him. He will be missed.

***Ed Note; Dr. Cowley is a legend in my family. I'm just over 60 years and I can remember him making "house calls" to my grandparent's home just down the street from where I lived. He also made house calls to my great aunt when she was very ill.
A few years ago, I, with kidney stone, went to the Holy Spirit Hospital for relief. They refered me to Dr. Gaukel of "Cowley Associates" who fixed me right up. I, being a lover of history, had to relate to the doctor and office personel the history of my family and Dr. Cowley. I had no idea he was still alive. A painting of him hangs in their office.
