William was the son of Henry Bailey and Elizabeth Peters. He married Lucinda Fleshman. He was a Major in the Mercer Co., WV Militia.

"Mr. Russell Bailey died at the home of his son-in-law, Mr. Hubert Spangler, near Peterstown, this county, of the infirmities of old age, on Wednesday June 6, 1906, aged 86 years. He was a worthy old gentleman and a citizen esteemed by all who knew him. For many years, he was a member of the Baptist Church. The deceased is survived by three children - Mrs. Mary Ballard of Bluefield, Mr. W.M. "Bub" Bailey who lives in the West, and Mrs. Hubert Spangler, with whom he resided. His burial took place in the Peterstown Cemetery last Thursday, Rev. W.F. Lowance conducting the services."
